Biography:
Dr Sadrag Panduleni Shihomeka is a media and communication practitioner, specialised in social media and youth political participation in the global south. Sadrag is a registered Chartered Public Relations Practitioner (CPRP) with the Public Relations Institute of Southern Africa (PRISA) where he also serves in the Education, Training and Research Committee.. Sadrag is serving as the Media Ombudsman of Namibia (2025-2028) as recently appointed by the Editors’ Forum of Namibia from 23 July 2025 To 22 July 2028. This is a voluntary public office responsible for upholding journalistic standards and promoting media accountability in Namibia. As a Media Ombudsman, Dr. Shihomeka has to ensure the implementation of and adherence to the Code of Ethics and conduct for Namibian Print, Broadcast and Online Media and uses it as a yardstick against which any violations of journalism practice in this country can be measured. In addition, Dr Shihomeka, is a Senior Lecturer in the Department of Media Technology, Political Communication and Research Methodology at the Namibia University of Science and Technology. He was the Head of Department (5 years) for Higher Education and Lifelong Learning and a Senior Lecturer for Educational Media and Technologies at the University of Namibia for over 17 years in the same department. Dr Shihomeka is a member of the Science & Research Technical Advisory Committee (TAC) under the National Commission on Research, Science and Technology (NCRST) Artificial Intelligence (AI) Working Group. As a researcher, he presented, and published in digital human rights, digital transformation, emerging technologies, workplace e-learning practices, gender studies, as well as conferences, projects and seminars associated to e-Mourning and Post-death Digital Presence, Artificial Intelligence, Digital Transformation, online violence, e-ethics, digital leadership, lifelong learning and marginalisation of women online areas. As an ICT4D researcher, Dr Shihomeka, collaborated with several NGOs, Universities, and Institutions to promote digital literacy, digital romance, e-democracy, e-addiction, e-deception and cyberbullying to empower citizens with digital skills. Dr Shihomeka serves as an external moderator and theses examiner at the International University of Management and Technology, University of Johannesburg amongst others. Recently, Dr Shihomeka served as a speaker and participant on a panel titled: Challenges and opportunities with New Technologies during the Digital Communication Network Global inaugural conference in Lusaka Zambia, in Lusaka, Zambia organized by the Digital Communication Network and World Learning. Additionally, 2021, Dr Shihomeka was a Research Sprint fellow on the African Digital Sovereignty, at The South African Research Chair in Industrial Development, University of Johannesburg in collaboration with the Alexander von Humboldt Institute for Internet and Society, Berlin, Germany. Dr Shihomeka supervised more than 49 MBA students who successfully completed their studies, externally examined more than 52 master’s Theses and 6 PhD Dissertations. He holds a PhD in Media and Communication from Erasmus University Rotterdam, The Netherlands, MBA, and a B. Ed (Secondary).
